Concept of State Arms Program for 2011 - 2010 Should Be
Presented to Russian Federation President in June - Ivanov
The concept of the state arms program for 2011 - 2020 is
supposed to be presented to the Russian Federation president in June of this
year, Russian Federation vice premier Sergey Ivanov reported at a meeting of
the governmental Military-Industrial Commission.
According to him, "in connection with the forecast specified by the
government for Russia's social and economic development for 2009 and for the
period 2010 - 2011, the development period of the macroeconomic forecast of
expenditures before 2020 on the part of national defense, national security and
law enforcement activity has shifted."
Ivanov reminded that in accordance with the president's decision
"materials about forecast volumes of budgetary appropriations that provide
for the formation of a draft state arms program for 2011 - 2020 will be
examined at an operational meeting of the security council in December
2009."
"We should not wait for December while working through the decisions for
forecast expenditures," the vice premier said. - "Right now we must
concentrate efforts on getting through the technical component of the arms
program, for in accordance with the timetable of work on the formation of the
new arms program, state customers must prepare a concept of a state arms
program for 2011 - 2020." "The period for handing this document to
the president is June 2009," he emphasized. - We don't have much time
left."
In Ivanov's opinion, at the present time "the main task is to complete
preparation of the raw data and continue work on the main content of the new
arms program - the product mix, work periods and estimation of expenses for
firm work." One of the main directions, the vice premier emphasized, is
"the development of complex targeted programs in order to coordinate
interconnected work according to the time and resources allocated."

Brazil Will Build Russian Fifth Generation Fighter
Russia is not ruling out Brazil's participation in licensed production
of the domestically developed fifth generation fighter, the deputy director of the
federal service for military and technical cooperation (FS VTS), Aleksandr Fomin,
declared to RIA Novosti. According to him, negotiations about technology exchange
and the creation of a site for assembly and licensed production of the future combat
airplanes are underway with the largest aircraft building corporation of that country,
Embraer. For now progress is at the initial stages.
Development of the future tactical aircraft aviation complex (PAK FA), on the basis
of which the new Russian fifth generation fighter is being created, has been under
way by a number of domestic design bureaus since the end of the 1980s which requirements
for this airplane were formulated for the first time. In the future it is supposed
to replace the MiG-29 and SU-27 and become the main Russian military fighter of
this century. The aircraft's first flight is supposed to take place approximately
as early as 2009.
At the same time, the Russian side has entered into an agreement with India, according
to which specialists of the two countries will jointly develop a fifth generation
fighter based on the PAK FA. The Russian air force plans to adopt a single-seat
variant of the new airplane into the inventory, and India's air force is counting
on a twin-place fighter, in as much as according to the country's military doctrine
it is supposed to fulfill a broader spectrum of missions.
We shall note that an inter-plant conflict arose at the end of last year at the
Russian Komsomol'sk-on-Amur Yu.A. Gagarin Aviation Production Association,
where series production of new Russian fighters is planned in the future. Workers
are demanding a pay increase, whereas management intends to lay off a
significant number of specialists.
The Brazilian Embraer aircraft building company is one of the most successful
manufacturers of combat airplanes in the region. It, in particular, has
achieved fame thanks to the popular Tucano and Super Tucano combat training
airplanes that the military of many
states use. U.S. Naval leaders recently have declared intent to lease these
aircraft. American military think that the Super Tucano can be used for support
of special elements carrying out combat missions in irregular conflicts.

Russia is not ruling out Brazil's participation in the licensed
production of the fifth generation fighter, RIA Novosti reports referring to the
first deputy director of the federal service for military and technical cooperation
(FS VTS), Aleksandr Fomin.
At the present time the fifth generation airplane is being
developed in Russia - the future tactical aircraft aviation complex (PAK FA,
T-50, Article 701, fighter 21). The Russian fighter is being developed by a
consortium which includes the Mikoyan, Yakovlev and Sukhoy design bureaus. The
first flight of the PAK FA is planned for this year, and its series production,
for 2012 - 2015. It also is planned to make the fighter available for export,
the information agency recalls.
"We are discussing questions of technology exchange and
the creation of a facility at the corporation's base for the assembly and licensed
production of aircraft equipment in the future with the well known Brazilian aircraft
building firm Embraer (Embraer - Empresa Brasileira de Aeron?utica S.A.) ((sic)) It is a question of such
a future trend as the Russian fifth generation fighter. For the time being this
is all at the theory stage, but we admit this," Fomin said.

Russia Beginning Delivery of Mi-35M Combat Helicopters to
Brazil

The upgraded Mi-35M helicopter is equipped with two TV3-117VMA gas turbine
engines, able to develop a maximum speed of 320 kilometers per hour and to
transport a combat payload weighing 900 kilograms, and the combat range is 450
kilometers. It is equipped with the 9K113K weapons control package, which
includes the OPS-24N observation and targeting system and a modern avionics complex
and able to execute missions around the clock in poor weather conditions. The
helicopter can carry "Shturm-V" anti-tank guided missiles, the
80-milimeter S-8 and S-24 240-milimeter unguided rockets, a 12.7-milimeter or
7.62 millimeter machine gun, a 30-milimeter grenade launcher, and also bomb and
mine payloads.
